What would it take to unbalance the Earth?

I recently read a book who's plot included an attempt to break loose the Ross Iceshelf. When done with favorable tide and wind it was to drift out to sea. When it was carried out a certain numbers of miles the earth would begin a slight wobble that would ultimately lead to tectonic movement with resultant earthquakes and volcanoes.

My question is not ; Is this scenario possible, but more, is the balance of the Earth this fragile?

What then was the consequences of prior groupings of contenents?

When's the last time again, the Earth was "balanced?" The Earth is always changing and everything is always moving!
